It looks like eBay is asking for additional account verification.
They did not provide the reason why, but this may be for one of the following reasons (but not limited to):
1. You have expiring Credit Card on file which you need to update
2. You made some changes on your account which triggered this extra verification step. eBay usually removes this step after 24 hours or so
